It's still relatively early in 2006, and we haven't had an opportunity for something like "I don't think anyone anticipated the breech of the levees" yet, but Mary Matalin is on the fast track for absolute, shit-eating dumbest quote of the year:

It is the responsibility of every hunter - and Cheney's in this case - to know where other hunters are and not to shoot in their direction. In upland hunting a bird will often flush and fly in the direction of another hunter, or between two hunters. It isn't uncommon for a hunter to see that situation developing and pass up a shot.
The Texas Parks and Wildlife Department issued a report Monday that found the main factor contributing to the accident was a ``hunter's judgment factor,'' according to the Associated Press.

This stupid, preventable accident should have been reported immediately. It is the obligation of the gun owner to be responsible for his actions. I'm waiting for the NRA to comment, and it had better be to support hunter safety and all that they say they stand for.

If this poor man passes away (he already had one heart attack from birdshot moving into his heart), will the vice president be charged with manslaughter?

It's Nixon Syndrome: They can't be upfront and truthful about anything, ever. They blew 18 hours and any possible chance at credibility on this, probably because they wanting to hide something (drunkenness?) and probably because they wanted to pin it on somebody else, then realized they couldn't.
